“A tour guide is an individual who takes an individual or a group on a sightseeing tour in exchange for payment.” (Règlement sur les guides touristiques locaux, R.R.V.Q.chapitre G-1, effective May 7, 2007.)
Tour guides must obtain a tour guide license in order to give sightseeing tours in Québec City. The purpose of this bylaw is to regulate sightseeing tours, commonly called “city tours,” to ensure the accuracy of the information visitors receive. Tour guide licenses are valid from January 1 through December 31. Any guide who would like to continue operating as a tour guide must pay a $47 license renewal fee each year (2014 fee).

To obtain a license, you must first pass the tour guide course given in French by Merici College or in English by Cégep Champlain-St.Lawrence, which also offers online training for experienced foreign guides accompanying groups in Québec City.
During sightseeing tours, guides must wear their city-issued cards in a visible place and produce them whenever asked to do so by a police officer or representative of the Tourism Development and Major Events Office.
Whosoever violates any provision of this bylaw is guilty of an offense and is subject to a fine of between $150 and $4,000.
